Manohar Lal Reviews NHPC Hydro Projects, Urban Schemes in J&K
In a major push for power and urban development, Union Minister of Power and Housing & Urban Affairs Manohar Lal Khattar has reviewed key NHPC hydroelectric projects in Jammu & Kashmir, while also taking stock of Central urban development schemes in the Union Territory.
Focus on NHPC Hydro Projects
During his two-day visit to Jammu & Kashmir, Union Minister Manohar Lal Khattar reviewed the progress of National Hydroelectric Power Corporation (NHPC) projects across Reasi, Ramban, and Kishtwar districts, emphasizing faster execution and optimal utilization of the region’s hydropower potential.
He visited NHPC’s 690 MW Salal Hydroelectric Project in Reasi, where he was briefed on ongoing works, including sediment removal operations in the Salal reservoir following the termination of the Indus Waters Treaty (IWT). The Minister directed NHPC to expedite silt removal to maximize water resource utilization and power generation capacity.
En route to Kishtwar, Manohar Lal conducted an aerial inspection of the 1,856 MW Sawalkot Hydroelectric Project on the Chenab River, assessing site conditions and progress. He stated that the Sawalkot project will generate around 800 MW of power, which will be utilized by J&K and other parts of the country, giving a significant boost to regional and national power generation.

- Salal Hydroelectric Project (690 MW) – Located on the Chenab in Reasi; focus on sediment removal and operational efficiency.
- Sawalkot Hydroelectric Project (1,856 MW) – Aerial survey conducted; expected to generate ~800 MW for J&K and national grid.
- Ratle Hydroelectric Project (850 MW) – Foundation stone laid for dam concreting works; Minister urged timely completion.
Boost to J&K’s Power Sector
Addressing officials and project engineers, Manohar Lal stressed that Jammu & Kashmir has immense untapped hydropower potential which must be harnessed effectively for the region’s development and the country’s energy security.
He directed NHPC and UT authorities to resolve pending issues in ongoing projects to ensure early completion, and suggested exploring the possibility of waiving water cess on hydro projects to reduce power supply costs and tariffs for consumers.
The Minister also emphasized the need for skill development and capacity building of the local workforce so that youth of J&K can get maximum employment opportunities in these large-scale hydro projects.
Review of Urban Development Schemes
Alongside power projects, Manohar Lal also reviewed the implementation of Central urban development schemes in Jammu & Kashmir, focusing on improving infrastructure and quality of life in cities and towns.
He held detailed discussions with UT officials on flagship programmes, including:
Urban Development Schemes in Focus
- AMRUT 2.0 – Review of water supply, sewerage, and rejuvenation of water bodies in urban local bodies.
- Smart Cities Mission – Progress in Jammu and Srinagar, including upgradation of Integrated Command and Control Centres.
- Swachh Bharat Mission–Urban 2.0 – Solid waste management, public toilets, and sewage treatment projects.
- Pradhan Mantri Awas Yojana–Urban (PMAY-U) – Speeding up verification and construction of pucca houses for eligible families.
- National Urban Livelihoods Mission & PM SVANidhi – Support for street vendors and urban poor.
The Minister urged the J&K administration to accelerate project execution, ensure timely award of contracts, and improve fund utilization under these schemes to deliver tangible benefits to citizens.
Plantation Drive & Local Engagement
During his visit to the Salal Power Station, Manohar Lal also undertook a plantation drive within the power station premises, underscoring the government’s commitment to environmental conservation and sustainable development.
He held discussions with local administration and senior officials of various departments to ensure coordinated efforts for timely execution of works. The Minister also interacted with local leaders and workers, stressing that local people should be given preference in jobs under these projects.
What Lies Ahead
The review by Manohar Lal signals a renewed push to fast-track NHPC’s hydro projects in J&K and strengthen urban infrastructure through Central schemes. The focus is on timely completion, local employment, and making J&K a major contributor to India’s clean energy and urban development goals.
Officials have been directed to submit time-bound action plans for both power and urban projects, with regular monitoring from the Centre to ensure on-ground progress.
