Mandatory Biometric Aadhaar Verification for Subsidized LPG Refills from October 1, 2026: Petroleum Ministry Issues Directives

In a significant policy reform aimed at plugging fiscal leakages and curbing the commercial misuse of domestic cooking gas, the Ministry of Petroleum & Natural Gas (MoPNG) has mandated that all domestic Liquefied Petroleum Gas (LPG) consumers must undergo Biometric Aadhaar Authentication (BAA) to continue availing subsidized cylinders, effective October 1, 2026.
The directive applies across the nation to all Oil Marketing Companies (OMCs)—including Indian Oil Corporation Limited (Indane), Bharat Petroleum Corporation Limited (Bharatgas), and Hindustan Petroleum Corporation Limited (HP Gas). Beneficiaries under the Pradhan Mantri Ujjwala Yojana (PMUY) as well as regular domestic customers enrolled in the Direct Benefit Transfer for LPG (DBTL / PAHAL) program must complete their biometric verification to avoid interruption in their subsidy credit transfers.
Objective: Eliminating Ghost Accounts and Commercial Leakages
Government figures indicate that domestic LPG subsidies constitute a significant portion of welfare expenditures. Over recent years, surveillance crackdowns have identified substantial diversions where domestic subsidized cylinders were illegally routed into eateries, welding units, catering establishments, and automobile fueling points.
By enforcing Biometric Aadhaar Authentication, the Ministry intends to clean consumer registries, eliminate ghost beneficiaries, and weed out multiple connections registered within the same household under fabricated identities. Under existing liquefied petroleum gas control orders, an individual household is legally permitted only one subsidized connection.

How Consumers Can Complete Verification
Oil companies have established multiple physical and digital avenues to ensure that consumers, particularly elderly individuals and rural households across Jammu & Kashmir and other regions, do not face procedural hurdles.
Verification Channels Available to Consumers
- LPG Distributorship Outlets: Consumers can visit their designated gas agency with their original Aadhaar documentation and subscription voucher to verify their biometrics via point-of-sale (PoS) fingerprint or iris scanners.
- Home Delivery Verification: Delivery personnel have been equipped with mobile m-PoS applications capable of capturing biometric or facial authentication right at the customer’s doorstep during cylinder drop-offs.
- Authorized Mobile Applications: OMC consumer apps (such as IndianOil ONE, Hello BPCL, or HP Pay) integrated with the UIDAI FaceRD service allow consumers to perform facial recognition verification securely from home.
Special Provisions for Vulnerable Demographics
The Ministry has addressed accessibility concerns by providing operational safeguards for senior citizens, individuals with worn fingerprints, and bedridden beneficiaries. In cases where fingerprint matching fails due to biological wear, distributors have been equipped with iris scanning devices and facial recognition alternatives.
District administrations and regional supply departments across Jammu and Kashmir have been directed to organize localized verification camps in remote and hilly areas. Distributorships will deploy mobile vans to reach panchayats and municipal wards before the autumn cut-off date.
Consumers who complete the verification before October 1, 2026, will experience seamless continuity in their subsidy credits. Those who miss the deadline will receive subsidized credits retroactively once their authentication records are updated in the OMC central registry.
