New Delhi: The internal security grid across Jammu and Kashmir remains resolute and firmly anchored, characterized by a sharp plunge in terrorist violence, complete cessation of street agitation, and zero reported stone-pelting episodes, according to the comprehensive Annual Report (2025–26) released by the Ministry of Defence.
The comprehensive official appraisal highlights that active community participation in civic development, alongside persistent operational vigilance by the Indian Army, has fundamentally stabilized the ground atmosphere across the Union Territory.
Border Posture, Operation Sindoor & Cross-Border Friction
According to the document, operational conditions underwent notable shifts along the Line of Control (LoC) during Operation Sindoor. The friction point was subsequently eased through Director Generals of Military Operations (DGsMO) negotiations conducted on May 10 and 12, 2025, restoring operational balance, even though the Ministry cautioned that tactical unpredictability persists along the frontier.
Cross-border firing witnessed a pronounced flare-up during the year: the LoC recorded 163 ceasefire breaches in 2025—a stark contrast to just two documented cases in 2024. A predominant portion of these infractions, totaling 124, unfolded in the course of Operation Sindoor.
On the infiltration front, security forces foiled six cross-border intrusion bids along the LoC in 2025, neutralizing 12 armed Pakistani operatives. While attempted border crossings via the LoC showed a downward trend overall, military intelligence detected an evolving adversarial tactic: infiltration and logistical lines are increasingly rerouting toward the International Border (IB) sector, intended primarily for weapon drops and illicit narcotics trafficking.
Hinterland Grid & Cross-Border Impunity
Sustained counter-insurgency operations continued unabated across the hinterland. Counter-terror formations neutralized 19 armed terrorists in targeted missions throughout 2025. Notably, Pakistani nationals constituted over 40% (8 individuals) of the eliminated terrorists—reinforcing New Delhi’s stance on Rawalpindi’s direct role in orchestrating cross-border asymmetric warfare.
Economic Resilience: Robust Tourist Inflow
Reflecting rising civilian confidence, the Union Territory recorded an unprecedented tourist influx of 23 million travelers in 2025, while the annual Shri Amarnath Ji pilgrimage drew 4.13 lakh devotees. Even an isolated terror incident in Pahalgam failed to fracture public morale, with inbound travelers demonstrating unbroken faith in the regional administrative and security architecture.
Northern Front: PLA Reductions Along LAC
Examining India’s high-altitude borders, the report confirmed an observable drawdown in the forward presence of China’s People’s Liberation Army (PLA) along the Northern Front through 2025.
Chinese forward formations currently stand consolidated into approximately 10 combined-arms brigade-sized elements across points along the Line of Actual Control (LAC) and adjacent traditional military staging zones. In response, the Indian Army maintains a resolute, heavily poised, and tactically agile forward deployment capable of handling any contingencies along the frontier.
