Daily-Wage Workers’ Regularization Among 7 Resolutions Picked for J&K Assembly Business on Sept 25
JAMMU: In a major legislative development for thousands of temporary government employees across the Union Territory, a resolution demanding a comprehensive, time-bound regularization policy for daily-wage workers has been shortlisted among seven Private Members’ Resolutions drawn for consideration in the Jammu & Kashmir Legislative Assembly.
The resolutions are formally scheduled for discussion on September 25, a day exclusively ear-marked for Private Members’ business during the forthcoming autumn sitting of the House. The selection was finalized on Friday through an official balloting process overseen by the Assembly Secretariat.
Leading the slate of selected measures, Bharatiya Janata Party (BJP) MLA Pawan Kumar Gupta has moved a resolution urging the Government to formulate and notify a transparent, uniform framework. His resolution calls for targeted timelines to address the long-pending grievances of Daily Rated, Casual, National Youth Corps (NYC), Mid-Day Meal workers, and similarly deployed contractual staff across diverse departments and administrative boards.
Key Resolutions Drawn in the Assembly Ballot
- Regularisation Framework: BJP MLA Pawan Kumar Gupta’s call for a binding, unified regularisation policy for casual, daily rated, NYC, and Mid-Day Meal workers.
- Jammu East Urban Traffic: BJP MLA Yudhvir Sethi’s demand for a time-bound Master Plan dedicated to creating organized parking facilities in Jammu East.
- Harwan-Phaak De-notification: NC MLA Salman Sagar’s push to de-notify Phaak and Rural Block Harwan from the Srinagar Master Plan to lift local development restrictions.
- Lolab-Bandipora Connectivity: NC MLA Qaysar Jamshaid Lone’s resolution urging authorities to fast-track construction of the vital Lolab-Bandipora Tunnel.
- Land for Landless Families: Congress MLA Irfan Hafiz Lone’s motion seeking formal allotment of five marlas of State land to destitute, houseless families.
- Transparent Employment Policy: NC MLA Mir Saifullah’s demand for an employment policy driven by measurable annual recruitment targets and complete hiring transparency.

Meanwhile, issues of civic zoning in the Kashmir Valley found voice through National Conference legislator Salman Sagar, whose resolution seeks the de-notification of Phaak and Rural Block Harwan from the current Srinagar Master Plan boundaries, aiming to relieve local inhabitants from tight development constraints.
Connectivity and basic economic guarantees also feature prominently. NC’s Qaysar Jamshaid Lone is pressing the administration for accelerated execution on the strategic Lolab-Bandipora Tunnel, while Congress member Irfan Hafiz Lone is seeking government sanction to grant five marlas of state land to shelterless families.
Rounding out the business docket are calls for systematic youth recruitment, moved by NC’s Mir Saifullah to enforce time-anchored hiring benchmarks, alongside an urgent ecological pitch by Bandipora representative Nizam-Ud-Din Bhat to initiate a comprehensive campaign for restoring the region’s imperiled water bodies and historic wetlands.
