Russian President Vladimir Putin is set to pay a state visit to India on December 4 and 5, 2025, at the invitation of Prime Minister Narendra Modi. This visit marks the 23rd India-Russia Annual Summit and will be the first time President Putin visits India since the beginning of the Russia-Ukraine conflict in 2022.
Agenda of the Summit
The summit will provide an opportunity for both countries to review progress in their Special and Privileged Strategic Partnership and set a vision for strengthening bilateral relations across political, economic, scientific, technological, and cultural fields.
Key topics expected to be discussed include:
- Procurement and delivery of S-400 Triumf air defence systems, including India’s proposal to procure five additional squadrons and replenishment of missile stocks.
- Enhancing defence cooperation with possible talks on joint manufacturing, technology transfers, and modernization efforts including fighter jets and submarines.
- Energy cooperation, focusing on stable, discounted Russian crude oil supplies amid ongoing Western sanctions against Russia.
- Global and regional issues, notably the ongoing Ukraine conflict and its implications.
Significance of the Visit
This visit is significant as it reaffirms India’s independent foreign policy stance, balancing its strong ties with Russia despite Western pressure. Discussions will also touch on expanding financial mechanisms that circumvent sanctions, further cementing economic cooperation between the two nations.
President Putin will also meet with India’s President Droupadi Murmu, who will host a banquet in his honor during the visit. The visit is expected to conclude with the issuance of a joint statement and the signing of bilateral agreements.
Geopolitical Context
The summit comes at a time when India continues to import Russian energy despite US tariffs and diplomatic pressure. President Putin has openly praised Prime Minister Modi for maintaining a sovereign stance and criticized Western attempts to isolate Russia diplomatically and economically.
The talks will be closely watched by global powers, as the India-Russia partnership plays a critical role in the evolving geopolitical landscape, especially with regards to energy security and defence autonomy.
